track pipe or high flow cat?

so i got 99 rs and i was about to do exhaust on it. im a little torn between a track pipe and a high flow cat, kinda leaning toward the track pipe just cause they are cheaper and u get more power. i don't have to pass emissions in it either! whats your thought on this guys?

Also im thinking borla reps, and mayb a stomung catback or a cheaper ebay catback
