rev limiter at 4400 rpms

I just bought a 1999 Subaru rs 5 spd. Every gear it cuts out at 4500 rpms. Normal? What could the issue be if not? I searched the topic but all I could find is how to raise the rev limiter. Any help would be greatly appreciated!
