Very very hard starting, but it runs fine once it cranks

Hey guys. I am not very new to cars but I am to subaru's. I have a '99 2.5 RS with some mods, but nothing but an injen intake and borla headers touch the engine. I bought it 3 weeks ago and it has started right up everytime, but after rain last night and switching to snow and being about 15-20 degrees out (my doors were miserably frozen) I have been having trouble today getting her started when cold. After about 7-8 seconds of cranking she will stumble and than fire right up.

I've also noticed the belt has started to slip the past week (squealing) and my power steering has gotten very sluggish, even chattering a bit when turning the wheel at a dead stop, especially today with the cold temps (the belt is in OK condition). It's my DD so I would like to resolve it sooner rather than later. I haven't done my boxer engine research yet to see if the belt on front is related to the power steering struggles or if it could be making the starting much more difficult somehow.

Once it was warmed up, turned off for 30 minutes it started much easier.

I always turn the key to II, let the fuel pump turn on for a split second and my radar detector play its song and display voltage (12.0 today) before cranking when starting.
