I need help with the safc2

I rescently just bought a 96 impreza outback for $500.00 with this as the list of "mods" my brother said it had done it it...

96' turbo'd 7psi but engine built for 16psi
rebuilt engine
wrx seats
ej22t pistons
Safc2 engine managment
Wrx fuel pump
Sti 550cc injectors
Dgr coilovers
Jdm rims
Kenwood headunit
Ct26 turbo
05 intercooler
Rear breaks converted to disks
Wrx front seats and stearing wheel

I had it towed to me since he couldn't get it to stay running.

Here is what happens

The car will start and either idle and stall out or stay at idle
When I press on the gas and it stalls out.

I checked for the vacuum seal and everything is connected properly etc.

I look at the safc2 and everything is set at 0% across the board both low th and high th. So I'm assuming this is the problem and I have no experience with safc2. I would love to take it to a dyno however I don't want to pay for another tow. If anyone could help just I could get from point a to point b please help!
